国土空间规划编制视角下的国土空间用途管制体系研究 被引量:4

摘要 为明确国土空间用途管制体系,解决国土空间用途管制对象错位、行政部门间管控范围越位、规划落地实施缺位等问题,本研究构建了由指标、分区、地类和控制线等管控方式组成的国土空间用途管制体系。结合浙江省国土空间规划编制经验,系统梳理了适合当下国土空间规划编制的土地用途管控理论体系,深化了浙江省国土空间用途管制传导细则,并图示化各管制措施之间的编制逻辑关系,演绎了管控体系的实践操作逻辑,以期为国土空间规划编制提供技术依据。 This study was developed to clarify the control system of land and space use,solve the problems of,the dislocation of the control objects of land and space use,the offside of the scope of control between administrative departments,and the lack of planning and implementation.This study also adopts the practice combining method and inductive deductive method to construct a land and space-use control system composed of indicators,zoning,land types,and control lines.Combined with the experience in the preparation of territorial and spatial planning in Zhejiang Province,we systematically combined the theoretical system of land-use management and control suitable for the compilation of current territorial and spatial planning,deepened the transmission rules for the control of territorial and spatial use in Zhejiang Province.Additionally,we graphically illustrated the compilation logic between various control measures relationships,and deduced the practical operation logic of the management and control system,in order to provide a technical basis for the preparation of land and space planning.
