Discussion on giving full play to the two functions of government and Water Users Association in participated irrigation management--take the WUAs in Lailong Irrigation District as an example

我国农民用水协会发展迅速,但其运行过程中容易发生忽视发挥地方政府作用的情况。结合对来龙灌区6个农民用水协会的调研,分析灌区农民用水协会运行绩效,重点研究政府因素影响下农民用水协会运行问题,可进一步提高在农业灌溉管理中政府和农民用水协会双方作用的发挥。

Water Users Associations have developed rapidly in China,however,the role of local government has not fully exploited.Based on the investigation of six WUAs in Lailong Irrigation District,performance evaluation is conducted to water users associations,with focuses on the operation of WUAs and functions of governments,so as to make full play of both government and WUAs in participated irrigation management.
