摘要
目的了解四川省各级健康教育机构设置以及能力现状,针对性地完善健康教育系统建设中不足。方法对四川省各级健康教育机构的设置、人力资源以及能力建设等情况使用《健康教育所(中心)基本情况调查表》进行现状调查并描述统计分析。结果四川省212家健康教育机构中,非独立的健康教育机构的比例为86.8%,其中大部分(87.9%)隶属于疾控中心,剩余隶属于卫健委、城管局等机构。健康教育人员的平均年龄为(37.96±9.75)岁,学历主要以大学专科266(37.4%)和本科346(48.7%)为主,专业预防医学(20.4%)和临床医学(15.8%)较多,职称以无职称和初级职称所占的比例最多(58.6%),54%的人员从事健康教育工作的时间<5年。对于各级机构能力水平,2019年平均每个机构各类执行项目0.55个,平均每个机构获得10.45万元健康教育经费,平均每个机构发表科普文章0.44篇和学术文章0.25篇,平均每个机构进修人次、培训班人次、项目培训人次分别为0.15、27.01和14.14。结论四川省各级健康教育机构隶属部门不统一,人员职称普遍较低,财政投入经费较少,能力建设比较薄弱,应进一步明确四川省健康教育专业机构隶属问题,加强政府对健康教育经费的投入,建立科学的健康教育工作考核评价体系,加强教育机构的能力建设。
Objective To understand the establishment and capacity of health education institutions in Sichuan province so as to improve the deficiencies of health education system.Methods The basic information questionnaire of health Education Institute(Center) was used to investigate the establishment of human resources and capacity building of health education institutions in Sichuan province.SPSS 22.0 was used for statistical analysis Results Among the 212 health education institutions in Sichuan province,the proportion of non-independent health education institutions was86.8%.Most of institutions(87.9%) were affiliated to the center for disease control and prevention,and the others were affiliated to the health commission,urban management bureau and other institutions.The average age of health education workers was(37.96±9.75).The education level of those workers mainly was college(266,37.4%) and undergraduate(346,48.7%).The major of the workers were mainly preventive medicine(20.4%) and clinical medicine(15.8%).As for the job title,no title and primary title accounted for 58.6%.Most workers(54.0%) have engaged in health education work for <5 years.On average,each of those institutions had 0.55 various types of projects,obtained 104 500 yuan health education funds,and each of those institutions published popular scientific(0.44) and academic(0.25) articles.The average number of trainees,training courses and project training in each institution was 0.15,27.01 and 14.14,respectively.Conclusion In Sichuan Province,there are still problems in health education institutions,including unified affiliated departments,low staff titles,less fiscal investment funds,and weak capacity building.We should further clearly affiliated department of health education institutions,strengthen government investment in health education,establish a scientific health education assessment system,and strengthen capacity building of education institutions.
