公共疫情危机处置是公共卫生事件应急管理的重要组成部分,需要加强专业化管理。研究认为,公共卫生危机中的现代化治理需要加强治理能力和治理体系的专业化建设。在治理能力方面,需要加强敏感危情处置能力、舆情舆论引导能力、组织动员协调能力、榜样带动引领能力等的建设。在体系建设方面,需要以人为本构建强大公共卫生体系、加强危机应对的体系和能力建设、加强专业卫生人员队伍建设、建立充足的物资战备储备等。

Crisis handling of public epidemics is an important part of emergency management of public health incidents, and professional management needs to be strengthened. The current study believes that modern governance in the public health crisis requires strengthening governance capabilities and the professional construction of governance systems. As far as governance capability is concerned, it is necessary to strengthen construction of the ability to deal with sensitive and dangerous situations, the ability to guide public opinions, the ability of organization, mobilization and coordination, and the ability to lead by models, etc. In terms of system construction, it is necessary to build a strong public health system based on people, strengthen the system and capacity building of crisis response, enhance the construction of professional health personnel, and establish a sufficient reserve of materials for handling readiness.
