准噶尔之乱,给清廷创造了机会。清廷委任黄廷桂为陕甘总督,坐镇肃州,和朝廷派出的官兵通力合作,在平准平回战役中发挥了不可磨灭的贡献。在平准平回战争中,黄廷桂准备马匹粮草、建设台站疏通交通等保证大军后勤供应。同时,黄廷桂也是提议在伊犁屯兵屯田的第一人,为清廷进驻伊犁出谋划策,贡献巨大。

Junggar’s Rebellion creates opportunities for the Qing Dynasty.The Qing court appoints Huang Tinggui as the governor of Shaanxi and Gansu,governing Suzhou.He,together with the officers and soldiers sent by the imperial court,plays an indelible contribution in the campaign of Ping-Zhun and Ping-Hui.In the campaigns,Huang Tinggui ensure the logistic supply of the army by preparing horses,food and grass,building stations and clearing the traffic.Huang Tinggui is also the first person who proposes to station troops and farm in Yili,and makes great contributions to the Qing government’s stationing in Yili.
