摘要
1848~1849年,作为英国首都伦敦最重要的工业中心之一的兰贝斯区饱受霍乱的侵害,成为当时英国霍乱死亡率最高的地区。除了地势低洼这一客观因素之外,伦敦城市空间布局不尽合理、主要饮用水源遭污染、城市基础设施建设滞后、地方政府当局无所作为等人为因素,实际上系导致该地区霍乱暴发的主因。所以,这场大霍乱并非“天灾”,而是一场不折不扣的人祸。
Lambeth,one of the most important industrial centers in London,became the district which had the highest mortality rate during the cholera outbreak of 1848-1849 in England.In addition to the objective factor of low-lying terrain,some human factors,such as unreasonable layout of London s urban space,polluted main drinking water source,delay of infrastructure,inactivity of the local authorities,were actually the main culprits of the cholera spread in this region.Consequently,the cholera in Lambeth was not a natural disaster,but a fully manmade disaster indeed.
