摘要
本文在分析科研单位和科研人员特点的基础上,提出以下几点问题:目前科研单位的事业体制缺少优胜劣汰的机制;经费保障力度不够,大单位做小课题;缺少独立法人治理结构,用管理行政的方式管理科研机构;对国家拨款的项目缺少科学考核,投入产出无法准确评估;内部绩效考核压力过大,科研工作的短期行为;各类科研单位之间收入差距过大等。针对这些问题,提出加快对科研事业单位的整体改革、改变科研单位工资奖金的资金来源方式、构建符合科研工资特点的科研人员工资制度、逐步实行科研人员年薪制度、建立和完善法人治理结构、开展科研人员工资水平市场调查等改革设想。
Currently, there are still problems remaining in terms of the institutional system of research institutions.For example, there is no reasonable selecting and eliminating mechanism based on merit.The funding guarantee is generally inadequate, resulting in excessive energy of high-level institutions on lower-level research projects.Some of the research institutions are still governed by administrative methods due to the lack of corporate governance structure.It is hard to accurately evaluate the input and output due to the lack of an evidence-based way in assessing national funding.The over-pressure internal performance assessment processes result in shortsightedness of many research institutions.The income gap among different institutions becomes excessively large.In order to solve problems above, based on the analysis of the characteristics of research institutions and researchers, this article puts forward several suggestions for further reforms, including speeding up the overall reform of research institutions, changing the funding sources of salaries for research institutions, constructing a reasonable salary system based on the characteristics of researchers, gradually implementing the annual salary system of researchers, establishing and improving the corporate governance system and conducting market survey of researchers’ salaries levels.
