清代盛京内务府崇俭禁奢措施探微——基于《黑图档·咸丰朝》的考察

A Probe into the Measures to Promote Thrift and Prohibit Extravagance in Shengjing Internal Affairs Office in Qing Dynasty—Based on the Investigation of Xianfeng Period in Hetu Dangse

《黑图档·咸丰朝》作为清代地方档案代表性整理成果,是盛京内务府与其他机构在职能活动开展时往来公文的汇抄,内容涵盖盛京内务府活动的所有范围。本文以《黑图档·咸丰朝》为主要史料,分析咸丰年间盛京内务府崇俭禁奢措施,从制定节俭政策、裁减军队开支、规整文化礼制与缩减工程用度四个微观角度考略盛京内务府节俭禁奢情况,以期对相关研究有所帮助,对我国当代推行节俭举措提供参考。

As a representative collation result of local archives in Qing Dynasty,Xianfeng Period in Hetu Dangse was a copy of official documents exchanged between Shengjing Internal Affairs Office and other institutions during their functional activities,covering all the scope of activities of Shengjing Internal Affairs Office.With Xianfeng Period in Hetu Dangse as the main historical materials,the paper analyzes the measures to promote thrift and prohibit extravagance of Shengjing Internal Affairs Office.It studies the situation of promoting thrift and prohibiting extravagance of Shengjing Internal Affairs Office from the four microscopic perspectives of formulating thrifty policies,cutting army expenditure,putting in order culture rituals and reducing project expenses,in order to be helpful to the related research and provide reference for contemporary implementation of thrifty measures in China.
