“创意农村论”视角下的乡村振兴路径分析——以日本德岛县神山町为例

Research on the Path of Rural Vitalization from the Perspective of"Creative Countryside Theory"——A Case Study of Kamiyama-cho,Tokushima Prefecture

在日本颇受关注的“创意农村论”提供了一个助力乡村走出困境、实现振兴的崭新视角。它强调村民自治是乡村振兴的基础,同时对文化、艺术和科学技术的“触媒”功能极为重视,提倡把新艺术、新科学与乡村固有文化结合,有的放矢地解决乡村的问题。在对“创意农村论”做出简要介绍后,对德岛县神山町展开个案分析,聚焦神山町NPO、基层政府、外来资本与村民等多元主体的乡村振兴实践,探讨其成功的内源因素与外源因素,以期为我国的乡村建设提供新思路,如差异化道路的选择、官民合力的形成、内力外力的配合等。

"Creative Countryside Theory",which has received a lot of attention in Japan,provides a new perspective to help the country get out of difficulties and achieve vitalization.It emphasizes that villagers′self-government is the foundation of rural vitalization.On the other hand,it attaches great importance to the"catalyst"function of culture,art,and technology.After a brief introduction to"Creative Rural Theory",a case study is conducted on Kamiyama-cho,Tokushima Prefecture,focusing on the actions of diverse subjects such as the NPO,local government,external capital,and villagers of Kamiyama-cho,to explore its successful mechanism and elements,with a view to providing new ideas for China′s rural vitalization practice.
