黑龙江省城乡生活垃圾区域联动治理制度研究

新时代下,随着社会经济的不断发展,如何协调经济发展与生态环境间的矛盾成为不可忽视的重要议题。生活垃圾处理作为生态环境治理的重要一环,如何实现生活垃圾处理法治化值得关切。生态环境的整体性与人类命运共同体理论都表明,在生活垃圾处理法治化方面实施区域联动不仅具有现实可能性,更能有效破解生活垃圾处理法治化进程中面临的现实困境。为此,黑龙江作为具有生态优势的大省,需要建立严密的城乡生活垃圾区域联动治理的法律体系来强化法治保障。从厘清生活垃圾与区域联动治理的法学词义着手,明确生活垃圾区域联动治理的重要意义,研究生活垃圾区域联动的法治完善途径,从而协调法的价值冲突,增强法律体系的衔恰性,为黑龙江省生活垃圾处理法治化提供有效的支撑。

In the new era,with the continuous development of social economy,how to coordinate the contradiction between economic development and ecological environment has become an important issue that cannot be ignored.Domestic waste treatment is an important part of ecological environment governance,how to realize the legalization of domestic waste treatment is worthy of concern.The integrity of the ecological environment and the theory of community of human destiny show that the implementation of regional linkage in the legalization of domestic waste treatment is not only practical,but also can effectively solve the practical difficulties in the process of legalization of domestic waste treatment.Therefore,as a big province with ecological advantages,Heilongjiang needs to establish a strict legal system of regional linkage governance of urban and rural domestic waste to strengthen the legal protection.Starting from clarifying the legal meaning of domestic waste and regional linkage governance,this paper clarifies the significance of regional linkage governance of domestic waste,and studies the ways to improve the law of regional linkage governance of domestic waste,so as to coordinate the value conflict of law,enhance the legitimacy of the legal system,and provide effective support for the legalization of domestic waste treatment in Heilongjiang province.
