摘要
随着城市配网电缆数量的急速增加,“中性点不接地电力系统单相接地后允许带电运行1~2 h”的规程已难以满足现代城市配网接地应急处置的需要。针对配网接地应急处置中技术支撑力度不强、过程落实精度不够等突出问题,通过站端试点接地选线跳闸建设、主站优化接地选线策略、推进配网自动化建设等措施,加强技术支撑;通过优化接地拉路一览表及同沟电缆处置预案,强化事故演练机制等手段,完善方法工具;通过编制配网接地应急处置的标准化流程,规范处置各环节要求,提升了配网接地应急处置效率水平,适应了现代城市配网快速发展及可靠性需要。
With the rapid increase in the number of cables in the urban distribution network,the"neutral point ungrounded power system is allowed to operate for 1 to 2 hours after single-phase grounding"has been difficult to meet the needs of modern urban distribution network grounding emergency treatment.Aiming at the outstanding problems of weak technical support and insufficient process implementation accuracy in emergency disposal of distribution network grounding,the technical support is strengthened through the construction of station terminal pilot grounding line selection trip,the optimization of main station grounding line selection strategy,and the promotion of distribution network automation construction.Through optimizing the list of grounding cables and the disposal plan of cables in the same trench,strengthening the accident drill mechanism and other means,the methods and tools are improved.By formulating a standardized process for emergency handling of distribution network grounding,and standardizing the requirements of each link of disposal,the efficiency level of emergency handling of distribution network grounding has been improved,and it has been adapted to the rapid development and reliability of modern urban distribution networks.
