整体性治理视角下的疫情信息发布——兼议我国重大公共卫生事件信息发布制度的演进

From the Perspective of Holistic Governance to Study the Release of Information in COVID-19

自然与社会环境的变化以及科学技术的发展给现代社会带来更多的不确定,危机成为社会发展的新常态,人类进入风险社会。日益复杂的危机事件,尤其重大突发公共卫生事件,任何单一的部门或者机构都难以独立应对,政府部门之间的联系、沟通、协调与整合日益重要,整体性治理成为大势所趋。本研究通过对新型冠状病毒肺炎(COVID-19)疫情联防联控机制新闻发布会的分析,探讨整体性治理视角下我国疫情信息发布情况,对比2003年“非典”、2009年的H1N1疫情,探讨我国突发公共卫生事件信息发布制度的变迁。

The changes of natural and social environment as well as the development of science and technology have brought more uncertainty to the humanity.Crisis has become the new normal,and human beings have entered into risk society.The increasing complex crisis events,especially major public health emergencies,are difficult for any single department or institution to settle independently.The connection,communication,coordination and integration between government departments are becoming increasingly important.Holistic governance is necessary.Based on the analysis of the press conference of the joint prevention and control mechanism for COVID-19,this study explored the situation of information release of China's epidemic situation from the perspective of holistic governance,compared with the“SARS”in 2003 and the H1N1 epidemic in 2009,and discussed the changes of information release system of public health emergencies in China.
