摘要
新冠疫情作为一种突发公共卫生危机,疫情发生和发展过程中充满未知、不确定和社会焦虑。在这样的情境里,政府相关决策和抗疫举措的运行效率和效力相当大程度上取决于公共信任水平。基于公共信任,抗疫政令才可能超越命令和强制,赢得公众的自愿遵从和有效执行。本文以新冠疫情期间广州市政府百天里百场新闻发布会的探索性实践为观察案例,从公共信任的三种主要来源,即理性、情感和信任文化,来理解和阐述突发公共卫生危机情境里信息公开培育公共信任的路径。最后,本文提出用好新媒体带来信息公开的技术潜力,缩小政府信息公开相关法律法规的制度规范与现实工作之间的差距,这在相当长时间里仍将是构建公共信任的工作起点。
As an emergent public health crisis,there are huge uncertainty,unknown and social anxiety in the COVID-19 pandemic.Under such circumstances,the effects and efficiency of governmental decisions and prevention actions to a large extent depends on the level of public trust in the public sector.Only based on trust could government decisions and actions gain persistent and voluntary obedience and adaption in daily life.Based on a extended case study on the Guangzhou Municipal Government's 100 press conferences in the earlier 100 days of this pandemic,this paper try to understand and explain the route of public trust building process and mechanism in the context of public health crisis.In the final part,this paper argues that narrowing down the gap between the institutional commitment of public information transparency manifested in related law or acts and the barely satisfactory actual work,still will be the starting point in building up public trust in the future.
