乡村产业振兴中的政企关系研究--基于不完全契约视角

Research on Relationship Between Government and Enterprises in Revitalization of Rural Industry-Based on Incomplete Contract Perspective

厘清政企边界,明确政府角色定位和有效发挥企业功能,构建适合乡村产业开发的政企关系是迫切需要解决的问题。基于不完全契约视角,以湖南省A县特色茶产业开发为例,分析乡村产业开发过程中政企双方行动逻辑关系。研究发现,在乡村产业开发过程中,因产业政策或项目协议不完全性,生成大量剩余权利,剩余权利的不合理配置导致政企双方产生争议,影响合作关系和乡村产业开发效果。为构建适合乡村产业开发的政企关系,应明确政企角色定位与功能、合理配置剩余权利、建立政企初始信任、完善法律解决争议机制。

In the background of the project system,it has become normal for local government and enterprises to cooperate and develop rural industry.It is an urgent problem that how to make clear the boundary between government and enterprises,defining the role of government,making effective the functions of enterprises,and constructing the relationship between government and enterprises to suit the development of rural industry,which need to be solved.Based on the perspective of inadequate contract,taking the development of the characteristics of tea industry in a County,Hunan Province as an example,the action logic and relationship between government and enterprises in the process of rural industrial development were analyzed.The results suggested that due to the incompleteness of industrial policies or project agreements,which caused a large number of residual rights,and the unreasonable allocation of residual rights led to controversy between government and enterprises,which affected the cooperative relationship and the development effect of rural industrial in the process of rural industry development.In order to build a relationship between government and enterprises to suit the development of rural industries,the roles and functions of government and enterprises should be made clear,allocating reasonably residual rights,building the initial trust between government and enterprises and improving the dispute mechanism resolved by legal.
