共青团分类引导青年工作的基本状况、原因及对策——以M省为案例的研究

The Basic Situation,Causes and Countermeasures of Communist Youth League’s Classified Guidance of Youth——A Case Study of M Province

21世纪的第一个十年,为主动适应时代发展和青年变化,分类引导青年工作作为共青团中央视为命脉的战略任务、根本任务被正式提出。本文以具有代表性的M省为案例,通过研究共青团分类引导青年工作的基本状况发现,共青团分类引导青年工作从团中央到团县域组织,落实力度层层递减;分类引导青年工作在县域以下难以推进;团组织对分类引导青年工作存在一定困惑;资源匮乏制约分类引导青年工作开展。其原因就在于共青团原有组织动员体系的功能弱化;基层团组织建设始终没有得到根本上的改善;团干部培训缺乏现实针对性。改进对策在于打破现有的科层等级体系,推进团组织的扁平化;通过互联网平台进行"重组",革新基层组织形态;改革现有的团干部培训模式,加强培训人才队伍建设;将青年工作纳入党政考核重要指标,真正实现"党管青年"。

In the first decade of the 21 st century,in order to actively adapt to the development of the times and the changes of youth,the Central Committee of the Communist Youth League regards the classified guidance of youth work as its own lifeline,and formally proposes it as a strategic and fundamental task.This paper takes the representative M Province as a case to study the basic situation of the Communist Youth League’s classified guidance of youth work.It is found that the Youth League’s classified guidance of youth work from the Central Committee of the Communist Youth League to the county organization of the Communist Youth League is gradually decreasing;it is difficult to promote the classified youth work under the county level;the Youth League organization has some confusion about the classified guidance of youth work;the lack of resources limits the work of classifying and guiding youth.The reasons are as follows:the scientific rationality of the League Organization mobilization system needs to be strengthened;the construction of grass-roots League organizations has not been fundamentally improved;the training of League cadres lacks practical pertinence;and the original advantage of political resources of the Communist Youth League is weakened.The improvement countermeasures are as follows:break the existing hierarchical system and promote the flattening of League organizations;carry out"reorganization"through the Internet platform to reform the form of grass-roots organizations;reform the existing training mode of League cadres and strengthen the construction of training personnel team;include youth work in the important indicators of Party and government assessment,and truly realize"party management of youth".
