关于编制吉林省生态环境保护“十四五”规划的建议

Proposal on the″14th Five-Year Plan″of Jilin Province Ecological Environment Protection Establishment

为系统谋划好吉林省“十四五”生态环境保护工作,对标党中央及吉林省委关于“十四五”规划和2035年远景目标的建议要求,分析了现存问题,提出了规划的总体思路。以问题和目标为导向,从“绿色赋能、协同共治、制度护航”等三个方面,探讨了相关的举措建议。

The″14th Five-Year″phase is critical to start the new journey of building a socialist modern country in an all-round way,and it is the key five years to comprehensively build a new socialist modern Jilin province,and plan the ecological environment of Jilin Province for the″14th Five-Year″period.In order to scheme the″14th Five-Year″plan of Jilin Province ecological environmental protection work systematically,this paper targeted at the Central and Jilin Provincial Party Committee’s″14th Five-Year″plan and 2035 vision suggestion request,sorted out the existing issues,and proposed granular planning recommendations;the target is to achieve″eco-environmental fundamentals″by 2035 and overall objectives of the″14th Five-Year Plan″is designed.Based on problems and goals,the″14th Five-Year Plan″of Jilin Province’s ecological and environmental protection is put forward from three aspects of″green empowerment,coordinated governance and system escort″.The eight key measures are proposed in the plan,which provides suggestions for the scientific compilation of the″14th Five-Year Plan″for the ecological and environmental protection of Jilin Province.
