摘要
目的:分析浙沪两地传染病防治人力资源配置的合理性及传染病发病率的变化趋势,明确两地差异,为定量评价人力资源配置的合理性提供参考。方法:收集浙沪传染病防治人员规模、人员能力、人员有效激励等方面的相关文献,综合3个指标加权计算传染病防治人力资源配置合理程度评分。采用Spearman相关分析及回归分析探讨两指标间的关系。结果:浙江省传染病防治人力资源配置合理程度评分从2000年的16.71%上升至2017年的43.39%,上海市由20.56%上升至45.60%,两地传染病防治人力资源配置合理程度与传染病发病率均呈负相关。结论:浙沪传染病防治人力资源配置合理性逐年优化,两地传染病防治水平仍有提升空间。上海市人力资源配置合理程度对传染病发病率的影响比浙江省更大,浙江省需要重点加强人员激励机制的建设。
Objective:To analyze the change trend in the rationality of human resource allocation and the incidence rate of infectious diseases in Zhejiang and Shanghai,and to clarify the differences between Zhejiang and Shanghai,so as to provide references for the quantitative evaluation of the rationality of human resource allocation.Methods:The related literatures on the scale,personnel ability and effective incentive of infectious disease prevention and treatment personnel in Zhejiang and Shanghai were collected,and the rationality score of human resource allocation for infectious disease prevention and treatment was calculated by weighting the three indicators.Spearman correlation analysis and regression analysis were used to explore the relationship between the two indicators.Results:In Zhejiang province,the rationality score of human resource allocation for the prevention and treatment of infectious diseases increased from 16.71%in 2000 to 43.39%in 2017,which increased from 20.56%to 45.60%in Shanghai.There was a negative correlation between the rationality of human resource allocation and the incidence rate of infectious diseases between Zhejiang and Shanghai.Conclusion:The rationality of human resource allocation for infectious disease prevention and treatment in Zhejiang and Shanghai is on the rise year by year,and there is still room for improvement in the prevention and treatment of infectious diseases.The impact of the rationality of human resource allocation on the incidence rate of infectious disease in Shanghai is greater than that in Zhejiang,so it is especially necessary to strengthen the personnel incentive mechanism.
