爱尔兰跨境就医保障政策对我国异地就医的启示

Enlightenment of Ireland Cross-border Healthcare Policy to China's Medical Treatment in Non-resident Place

异地就医保障政策有利于进一步提高我国医保便利性及保障程度。围绕“欧洲医疗保险卡”“跨境医疗指令”“海外医疗计划”3种跨境就医保障路径,从保障范围、是否需要事先授权、费用报销等方面对爱尔兰的跨境就医保障政策进行分析,同时结合我国异地就医保障现状,从异地就医备案、医生责任、异地结算保障范围等角度提出政策建议。

Medical Treatment in Non-resident Place is aimed to further improve the convenience and the security degree of medical insurance in China.This paper focused on the three cross-border healthcare pathway of"European Medical Insurance Card","Cross Border Directive"and"Treatment Abroad Scheme",and analyzed the cross-border healthcare policy in Ireland from some aspects of the coverage,prior authorization and reimbursement.Combined with the status quo of medical treatment beyond pooling regions in China,the corresponding recommendations from the perspective of medical records beyond pooling regions,the responsibility of doctors and the coverage beyond pooling regions were put forward.
