摘要
在我国城乡土地二元体制下,城乡土地产权关系对集体工业用地更新的影响深刻,而当前珠三角集体工业用地普遍面临产权分散、利益分化严重等问题。通过从土地产权视角出发对顺德梳顺德集体工业用地发展历程进行梳理,总结顺德区集体工业用地更新呈现出政府统租流转、社会合作流转和一次性卖地分成三种更新模式。在此基础上提出针对土地产权变化,逐步集中集体产权,构建利益共享机制是实现集体工业用地空间优化的关键。
Under the dual system of urban and rural land in China,the relationship between urban and rural land property rights has a profound impact on the renewal of collective industrial land.At present,collective industrial land in the Pearl River Delta generally faces problems such as decentralized property rights and serious interest differentiation.From the perspective of land property rights,the development process of Shunde's collective industrial land is combed,and the collective industrial land renewal in Shunde District presents three renewal models:government unified rent transfer,social cooperative transfer,and one-time land sale.On this basis,it is proposed that,in response to changes in land property rights,the gradual concentration of collective property rights and the construction of a benefit-sharing mechanism are the keys to the optimization of collective industrial land space.
