新时代西部地方高校高质量转型的内部困境及路径创新

The Predicament and Path innovation of High Quality Transformation of Western Local Colleges and Universities in the New Era

随着新时代高校综合改革的逐步深化,西部地方高校转型中的各类深层次问题逐渐暴露出来,呈现出转型深度不够、内涵不足、矛盾集中、质量不高等现象,深层原因在于人们对应用型高校的价值认同、高校贡献度、制度惯性等认识不足,以及办学自主权缺失、学术思维定势等,根本的还在于转型高校发展与生产力发展之间的不相适应,体现出区域特殊性、发展的不充分不平衡性。面对新时代高质量发展的新要求,立足高等教育进入普及化的新起点,西部转型高校必须树立高质量转型发展观,立足西部实际,以创新为驱动,着力在提高质量、深化治理上下功夫,切实推进西部高校实现高质量转型发展。

With the gradual deepening of the comprehensive reform of colleges and universities in the new era,many kinds of deep-rooted problems in the transformation of west colleges and universities gradually burst out come to light,such as the transformation depth is not enough,the connotation is insufficient,the contradic⁃tion is concentration,the quality is low.The deep reason lies in the value of society identification to applicationoriented colleges and universities,universities contribution,institutional inertia,thelack of running autonomy,ac⁃ademic mind-set.Fundamental also lies in the transformation between the university development and productivi⁃ty development does not adapt,reflects the development of the regional particularity,inadequate imbalance.Fac⁃ing the new requirements of high-quality development in the new era,based on the new starting point of popular⁃ization of higher education,western transformation colleges and universities must set up the concept of high-qual⁃ity transformation,base on the reality of western China,take innovation as the driving force,focus on improving quality and deepening governance,and promote the realization of high-quality transformation development of uni⁃versities in western China.
