摘要
电力系统不仅是人民幸福生活的生命线,也是承载人工智能、5G、云计算、能源物联网等新技术的基石,其稳定连续至关重要。云南电网的复杂特性、加之自然灾害频发,对应急管理和处置能力的要求极高。本研究基于应急管理主要理论方法、技术体系,经电力系统数据仿真模型和灾害情景交互模拟推演技术实证研究,构建了突出区域特色的应急能力培养新模式,提出了能源物联网崩塌等新概念,培育了应急文化基础土壤,探讨了业已形成并在不断丰富的电力应急文化特征。
Electric power system is a lifeline to ensure the happy life for people,it will take an important base stone which support Artificial Intelligence,5G,Cloud Computing,Energy Internet of Things.The characteristics of Yunnan power grid,together with frequent natural disasters in Yunnan Region,those put forward a great test to the Emergency Rescue Management Technology and Disposal Capability.The paper introduce the theoretical methods of modern emergency management and it’s technical system.Unique and regional exercise and training modes have been constructed by simulation model based upon grid data,emergency process deduction,interaction of disaster scenario,which has been proved to be useful and helpful for the ability of EER.We proposed the concept of EIoT Collapse etc.Furthermore,Leaves and flowers on the initial Basic Cultural Soil of Emergency is blooming,and fertilization will be pouring it to be a big tree of Emergency Rescue Culture.
