The significance and focuses of planning environmental impact assessment(EIA)were introduced and its existent problems were analysed whilst their countermeasures were proposed as well.By means of case analyses,it was presented that through conducting planning EIA,environmental issues that might be probably brought about could be avoided so as to achieve benign effects on the eco-environment.
