“城乡融合发展”视角的县域社会治理研究

Research on County-level Social Governance from the Perspective of “Urban-rural Integrated Development”

县域社会城乡融合发展是县域社会中经济、生态环境、社会交往、精神文化以及政治五个方面的城乡发展差距持续缩小的进程,其中城乡政治融合发展是关键要素。因为它担负的功能是为县域社会五个方面的城乡融合发展确立目标、手段和评价发展结果的标准。县域社会治理既是城乡政治生活的内容,也是能够促进城乡政治融合发展的因素,其促进作用取决于县域社会治理体系的状况。因此,促进县域社会城乡融合发展可从促进城乡政治融合发展入手,以完善县域社会治理体系为内容,提升治理能力,使城乡政治融合发展能切实担负为其他四个方面确立具有较高"情感真诚性""认知共识性"的目标、手段和评价发展结果的标准的功能。

Urban-rural integrated development is the continuous gap narrowing process of urban-rural development concerning the aspects of economy,ecological environment,social interaction,spiritual civilization and politics in the county-level society.Among them,urban-rural political integrated development is the key element,as the functions it plays are to set up standards establishing methods and aims as well as assessing development results of the abovementioned five aspects of urban-rural integrated development in the county-level society."County-level social governance"is not only a part of urban and rural political life,but also a factor to promote the urban-rural political integrated development.Its functions of promotion depend on the state of the county-level social governance system.Therefore,the promotion of urban-rural integrated development in the county-level society can commence from advancing urban-rural political integrated development.As such,it could raise the governance capability by taking the content of improving social governance,hence,making the urban-rural political integrated development take on roles in establishing criteria for methods and aims as well as to assess development results with high"emotional sincerity"and"cognitive consensus"for the other four aspects.
