RTA中环保条款的深化与环境产品出口研究——基于APEC成员的分析

The Deepen of Environmental Provisions in RTA and the Export for Environmental Products Based on the Study of APEC Members

以1998-2017年APEC成员138个RTA为研究对象,测度其环保条款的发展水平和趋势,并探讨RTA环保规则与环境产品出口的关系和影响渠道。利用环境产品HS6分位数据测算其出口增长的二元边际,并运用扩展引力模型,实证分析RTA环保条款对环境产品出口二元边际的影响。研究发现:RTA中的环保条款覆盖度对环境产品出口的促进作用源自扩展边际的增长;环保条款的深度则通过扩展边际和集约边际的共同作用抑制环境产品出口。从环境产品的角度探索RTA环保规则和出口之间的关系,为中国推进全面开放体系、促进环境产品产业发展提供一定参考。

In order to explore the relationship between environmental protection rules and export of environmental products and influence channels, taking 138 RTAS of APEC members from 1998 to 2017 as research objects,the development level and trend of their environmental protection provisions were measured and the binary marginal of export growth was calculated using HS6 data of environmental products.Using the extended gravity model, this paper empirically analyzes the effect of RTA environmental protection clause on the binary marginal of environmental product export.It is found that the promotion effect of environmental protection coverage on the export of environmental products in RTA comes from the growth of expansion margin.However, the depth of environmental protection clause inhibits the export of environmental products through the combined action of extensive margin and intensive margin.This paper explores the relationship between RTA environmental regulation and export from the perspective of environmental products, and provides some reference for China to promote the comprehensive opening system and the development of environmental products industry.
