摘要
跟踪研究了2015年至今我国新基建政策以及各国智慧城市新基建的实践。通过文献综述以及对城市技术七波发展浪潮的总结,明确指出"新基建"是由新一代城市技术驱动的基础设施实施建设和运行管理的全过程,并总结出三个基本特征。而后,按照"技术迭代—城市应用—空间节点—网络体系—影响作用"的逻辑,分析七波城市技术对应的基础设施在城市中的应用和空间类型。以上海为例,梳理城市基础设施网络体系的迭代历程及其对城市发展的影响。最后指出基础设施的迭代发展也为新型智慧城市提供了重构现代治理体系的契机,并提出新基建创新生态环境构建的三项建议。
This paper carries out a tracking study on China’s new infrastructure construction policies as well as the new infrastructure construction practices in the development of smart cities in different countries since 2015.Based on literature review and summarization of the seven waves of city technology development,the paper clearly points out that"new infrastructure construction"is the whole process of the infrastructure construction,operation,and management driven by the new generation of city technology,with three basic characteristics.Then,according to the logic of"technology iteration–application in cities–spatial node–network system–effect on cities",the paper analyzes the infrastructure constructions corresponding to the seven waves of city technologies and the spatial types of various infrastructures.Taking Shanghai as an example,the paper analyzes the iteration process of the network system of city infrastructure and its impacts on city development.With smart city as the application scenario and space carrier of new infrastructure construction,this paper points out that the iterative development of infrastructure provides an opportunity to rebuild the modern governance system,and also puts forward three suggestions for the creation of an innovative ecological environment in the new infrastructure construction.
