林芝市八一镇堤防工程建设与管理对策研究

Problems and Countermeasures of Projcet Management in Bayi Embankment

八一镇堤防工程位于西藏林芝市内尼洋河两岸,是提高林芝市防洪能力的有效措施,对确保该地区人民生命财产安全具有重要意义。八一镇堤防工程始建于上世纪末,运行过程中存在一系列险情,需要对堤防进行加固并新建部分堤防工程。为了提升项目质量,在进行八一镇堤防工程建设现状分析基础上,找出该工程项目管理中存在的难点,进而分析堤防工程项目管理应用现状,借鉴历史险情,提出加强堤防安全监测管理、提升项目管理人员素质、完善工程项目质量管理体系、强化环境管理等相关管理对策。

The Bayi Town embankment project is located on the banks of Niyang River in the Nyingchi City,which is an effective measure to improve Nyingchi's flood control capacity and maintain the safety of people’s lives and property.However,the embankment project was buit at the end of last century,which had existed a series of problems since it was put into operation.Therefore,it is necessary to reinforce the existing embankment and construct new embankment.Aiming at the existing problems in the project management,this paper gives some countermeasures,such as enhancing the embankment safety monitoring,improving the laws and regulations,improving the quality of project managers,strengthening management of whole process,intensifying environmental management.
