西藏新型职业农民培训困境及应对策略

Training Dilemma and Coping Strategies for New Professional Farmers in Tibet

运用问卷调查和实地访谈的方法,对西藏农牧民参与新型职业农民培训状况进行了分析,以期提高农牧民参与西藏新型职业农民培训的热情,并对西藏新型职业农民培训的发展提供一定的参考依据。结果表明:西藏农牧民呈现认识程度不高和文化素质偏低的特征;政府对于新型职业农民的培训和相关政策的宣传力度不足;在有相应的培训政策背景下农牧民参与培训的实际参与度不高。针对以上问题,文章提出要从加强宣传教育、制定合理培训方式等方面加快推进西藏新型职业农民的培训步伐。

Using questionnaire surveys and on-site interviews,the situation of Tibetan farmers and herdsmen participating in the training of new professional farmers was analyzed,in order to increase the enthusiasm of farmers and herdsmen to participate in the training of new professional farmers in Tibet,and to provide a certain reference basis for the development of new vocational farmer training in Tibet.The results showed that:Tibetan farmers and herdsmen presented the characteristics of low awareness and low cultural quality;the government’s lacked of publicity for the training of new-type professional farmers and related policies.Under the background of corresponding training policy,the actual participation of farmers and herdsmen in training was not high.In view of the above problems,the paper proposes to speed up the training of new professional farmers in Tibet from the aspects of strengthening propaganda and education,increasing capital investment,formulating reasonable training methods and so on.
