公共治理视角下历史文化名城保护现状与对策研究——以闽北为例

Protection Status and Countermeasures of Historical and Cultural Citiesin View of Public Governance——A Case Study on North Fujian

城市化快速发展对历史文化名城保护提出了严峻的挑战,本文分析归纳闽北三座历史文化名城存在的共性问题,如名城整体风貌管控不佳、历史遗迹保护现状不佳、历史城区内生活环境变差、名城保护资金不足等,进而指出产生问题的原因,主要有名城保护意识不强、管理体制机制不完善、保护资金来源单一、公众参与程度不高等,基于公共治理视角,从提高名城保护意识、建立完善管理机制、建立多元化资金投入机制、积极推进公众参与等四个层面,对历史文化名城的保护提出对策建议,以期促进历史文化名城更好地实现继承与发展。

The development of urbanization poses challenges to the protection of famous historical and cultural cities.This paper sums up three famous historical and cultural cities in Northern Fujian,which have some common problems,such as the poor management and control of the overall style,the poor protection,the poor living environment,and lack of funds for the protection.Then it analyzes the causes of the problems,including the weak awareness of the protection and the management system.Based on the perspective of public governance,this paper puts forward countermeasures and suggestions from four aspects:improving the protection awareness,establishing and improving the management mechanism,establishing diversified capital investment mechanism,and promoting public participation to promote the inheritance and development of historical and cultural cities exhibition.
