文明行为立法是当前设区的市立法工作的热点之一。然而,因其特殊的立法性质、独有的立法形式和难以把握的立法界限,该项工作易于开始,却难有成效。要真正做出有价值的文明促进法规,必须解决好为什么法规能立、如何立好、立了法又会起什么作用的问题,更应该透彻明确该类法规特有的内在精神与外在形式,使得该项立法工作既不流于形式、内容空泛,又不变形走样,达到其立法的目的和效果。

Legislation of civilized behavior is currently one of the hot spots in the legislative work of cities divided into districts.However,due to its special legislative nature,unique legislative form and difficult legislative boundaries,this work is easy to start but hard to be effective.To truly make valuable civilization promotion laws and regulations,people must solve the problems of why laws and regulations can be established,how to make them,and what effect the laws will have if they are established,and should thoroughly clarify the unique inner spirit and outer form of such regulations,so that the legislative work is neither formal,vague in content,nor out of shape,and achieves its legislative goals and effects.
