中国临床预防医师培养现状与对策分析

Analysis of the current situation and countermeasures of the training of clinical preventive physicians in China

临床预防医师是以临床诊疗为基础,兼有预防干预、效果评估、健康管理能力的复合应用型人才,是解决目前传染病预防、慢性疾病、肿瘤防治中人才供需矛盾的关键。我国临床预防医师培养已有顶层设计,但实施中招生瓶颈、培养细则、配套政策均存在较多问题,以致培养陷入停顿。为此,在分析现有政策、现实需求和初步实践结果基础上,针对存在的问题提出:增设临床医学下预防医学专硕招生目录,解决招生瓶颈;探索专科"四证合一"联合培养细则与规范,解决高层次临床预防医师培养标准化;尽快出台配套政策,畅通人才培养出口,促进培养进入规范化的快轨道。

Clinical preventive physician is an versatile and practical talents with the abilities of clinical diagnosis and treatment,prevention and intervention,effect evaluation and health management,who is the key to solve the contradiction between the supply and demand of talents in the treatment and prevention of infectious diseases,chronic diseases and cancer.In China,the training of clinical preventive physicians has been designed at the top level,but there are many problems in the implementation such as the enrollment bottleneck,training rules and supporting policies,which resulting in the suspension of the training.Therefore,based on the analysis of the existing policies,realistic requirements and preliminary results,in view of the existing problems,some suggestions are put forward.Add the enrollment directory of master of preventive medicine under clinical medicine to solve the bottleneck;explore the training rules and norms of joint training of"four certificates in one"and solve the training standardization of high-level clinical preventive physicians;as soon as possible to introduce supporting policies,smooth the export of talent training and promote the training into a standardized fast track.
