新形势下CPTPP的影响、前景以及中国的选择

On CPTPP's Impacts,Prospects and China's Choices under the New Situation

在贸易保护主义、逆全球化潮流和新冠肺炎疫情的冲击下,加强地区间合作、推动区域经济一体化发展,成为各国应对危机、推动经济复苏的重要方式。虽然美国退出后TPP的影响力大幅下降,但CPTPP沿袭了TPP高标准、高质量的“下一代贸易规则”的特征并保留了大部分TPP的原始文本,仍然是一个高标准的区域贸易协定,未来将对亚太区域经贸格局和中国对外经贸环境产生重大影响。对中国而言,应抓住在RCEP协定签署、日本释放CPTPP将扩容的有利时机,以及美国新旧政府交替这一重要窗口期,积极推动中国加入CPTPP相关事宜的进展。

Under the impacts of trade protectionism,counter-globalization trends and the covid-19 pandemic,strengthening inter-regional cooperation and promoting regional economic integration have become an important way to respond to crises and promote economic recovery for countries in the world.Although the influence of TPP has declined sharply after the United States withdrew,CPTPP is still a high-standard regional trade agreement with the characteristics of TPP's high-standard and high-quality"next-generation trade rules"and most of the original text of the TPP.In the future,CPTPP will have major impacts on both Asia-Pacific economic and trade pattern and China's foreign economic and trade environment.China should seize the favorable opportunity of the signing of RCEP agreement,Japan's release of the CPTPP to expand its capacity,as well as the important window period of the alternation of the American governments to actively promote the progress of matters related to China joining the CPTPP.
