美国印太战略及其实施与影响

The Indo-Pacific Strategy of the United States and Its Implementation and Impacts

美国印太战略以美国为主导,以印度为重点,以日澳为支点,以联盟与伙伴关系、经济合作和前沿军事存在为支柱,构建范围更大的地缘战略,全面遏制中国崛起。在三年多的时间里,特朗普政府密集出台配套文件,确保印太战略落到实处;极力拉拢印度,企图构建美印轴心;宣扬“中国威胁论”,诱使盟国和伙伴国加入一体化安全网络;强化前沿军事存在,实施战略威慑;贸易战科技战等多管齐下,制约中国经济发展;推行“美国一中政策”,把台湾绑上印太战略战车;美国智库出谋划策,推动印太战略前行。美国推行印太战略,可能产生以下影响:一是使世界战略格局持续动荡分化,二是严重威胁中国国家利益,三是对印度机遇和挑战并存,四是迫使其他印太国家选边站。美国印太战略以阻挠中国发展、阻止中华民族复兴、延续美国霸权为目的,逆世界和平、发展、合作的历史潮流而动,不符合印太地区和世界相关国家利益,必将遭到相关国家抵制,最终难逃失败命运。

The US Indo-Pacific Strategy tries to construct a grander geostrategy to contain China's rise comprehensively with the U.S.as a dominant power,India as a key point,Japan and Australia as fulcrums,alliance and partnership,economic cooperation and forward military presence as three pillars.In the past three years Trump Administration has issued supporting documents to ensure the implementation of the Indo-Pacific strategy,attempted to build an America-India axis by cozying up to India,seduced allies and partners to join integrated security network by advocating"Chinese threat",conducted strategic deterrence by strengthening forward military presence,tried to constrain China's economic development by launching trade war and science and technology war,tried to bind Taiwan to the chariot of Indo-Pacific Strategy by carrying out"U.S.One China Policy"and advanced the Indo-Pacific strategy with the help of American think tanks.The implementation of Indo-Pacific strategy may produce the following impacts:(1)forces the world strategic patterns to change continuously;(2)threatens China's national interests gravely;(3)offers India both opportunities and challenges;(4)forces the other Indo-Pacific countries to choose side.The US Indo-Pacific Strategy aims at obstructing China's development,preventing China's national rejuvenation and extending the US hegemony,which goes against the historical tide of world peace,development and cooperation,and will be rejected by related countries and doomed to fail in the end.
