文章针对危险性较大的机电类特种设备质量检验与政府安全监管方面问题,通过分析机电类特种设备检验质量保证主要环节与影响因素,运用层次分析法建立评价指标体系。以起重机械等检验为案例,将机电类特种设备检验质量、费用保证率评价体系运用模糊综合评价法评价设备检验率保证度,对特种设备检验机构改进检验工作具有理论指导意义。根据机电类特种设备质量检验研究成果,剖析设备检验及安全管理现状并提出相应解决方案,使机电类特种设备监管、生产各单位明晰自身责任,共同努力提高质检合格率,保障机电类特种设备的安全生产。

This article aims at the problems of high-risk mechanical and electrical special equipment quality inspection and government safety supervision.By analyzing the main links and influencing factors of the quality assurance of mechanical and electrical special equipment inspection,the article uses the analytic hierarchy process to establish an evaluation index system.Taking the inspection of hoisting machinery and other inspections as a case,the fuzzy comprehensive evaluation method is used to evaluate the inspection rate guarantee degree of the inspection quality and cost guarantee rate evaluation system of electromechanical special equipment,which has theoretical guiding significance for the improvement of inspection work of special equipment inspection agencies.According to the research results of quality inspection of electromechanical special equipment,analyze the current situation of equipment inspection and safety management and propose corresponding solutions,so that the supervision and production units of electromechanical special equipment can clarify their own responsibilities,work together to increase the pass rate of quality inspection,and guarantee special electromechanical equipment safe production.
