国土空间多功能利用评价与分区利用策略

Multi-Functional Utilization Evaluation of Land Space and Zoning Utilization Strategy

在综合考虑区域自身基础条件下的国土空间多功能利用评价,是国土空间规划进行分区引导和空间管控的基础。本文将我国陆域国土分为9个分区,在此基础上进行国土空间多功能利用评价,进而提出分区利用策略。研究结果表明,长江下游区综合评价值最高,黄河中上游区最低。长江下游区创新、绿色、宜居三大目标评价值均最高,华南区开放目标评价值最高,华北区协调目标评价值最高,青藏高原区安全目标评价值最高。综合分区和综合评价方法适用于国土空间多功能利用评价与分区利用策略研究,建议在此基础上,编制9个分区的国土空间规划。

The evaluation of land multi-functional utilization under the comprehensive consideration of regional basic conditions is the basis of regional spatial planning for regional guidance and spatial control.This paper divides China’s land into nine regions,evaluates the multi-functional utilization of land space,and puts forward the strategy of zoning utilization.The results show that the comprehensive evaluation value is the highest in the eastern coastal area and the lowest in the middle and upper reaches of the Yellow River.The eastern coastal area has the highest evaluation value for innovation,green and livability,the southeastern coastal area has the highest evaluation value for opening-up,the North China plain area has the highest evaluation value for coordination,and the Qinghai-Tibet Plateau has the highest evaluation value for security.The comprehensive zoning and comprehensive evaluation methods are applicable to the evaluation of multi-functional utilization of land space and the study of zoning utilization strategy.It is suggested that the land spatial planning of nine regions should be worked out on this basis.
