矿业权设置区划中勘查开采区块调整问题的思考——以内蒙古自治区为例

Thoughts on the Adjustment of Exploration and Mining Blocks in Mining Right’s Zoning--A Case Study of Inner Mongolia Autonomous Region

矿业权设置区划是地方各级矿产资源管理部门投放矿业权的重要依据,是矿业领域落实生态文明建设战略的手段,是提高矿产资源安全保障方面的重要举措。文章从勘查及开采区块调整的矿业权数量、面积、勘查阶段等方面,通过对内蒙古9个市、县级矿业权设置区划中勘查开采区块调整情况的统计分析,从加强技术规范、遵守分类分级管理等6个方面,提出进一步做好矿业权设置区划的建议。

The regionalization of mining rights is an important basis for the local mineral resource management departments at all levels to issue mining rights.It is a means to implement the strategy of ecological civilization construction in the mining field,as well as an important measure to improve the security of mineral resources.Based on the statistical analysis of the adjustment of exploration and mining blocks in 9 cities and counties in Inner Mongolia Autonomous Region from the aspects of the number,area,and exploration stage of mining rights for exploration and mining block adjustments,this paper puts forward suggestions for further improving the zoning of mining rights from six aspects,such as strengthening technical specifications,abiding by classification and classification management,etc.
