基于层级防御理念的外国人信息核查工作研究

Study on Information Verification for Foreigners Based on Layered Defense Concept

大量外国人来华旅游、访问、从事商务活动,既给我国经济社会发展带来机遇,也给国家安全和社会治理提出新要求,传统的外国人信息核查工作机制已不能完全适应当前复杂多变的工作形势。在移民管理体制改革背景下,以层级防御理念为视角对外国人信息核查工作作出分析和探讨,提出构建多层次核查模式、建立纵深型筛查网络、采取主动性防御手段等措施,以构建“多层级、全流程、链条式”的外国人信息核查体系。

A large number of foreigners come to China for tourism,visits and business,which not only bring opportunities to China’s economic and social development,but also put forward new requirements for national security and social governance.The traditional working mechanism of information verification of foreigners cannot fully adapt to the current complex and changeable working situation.Under the background of the reform of immigration management system,this paper attempts to analyze and discuss the work of information verification of foreigners from the perspective of hierarchical defense concept.It is believed that a multi-level,full-process and chain-like information verification system for foreigners can be constructed from three aspects:forming a multi-level verification model,establishing an in-depth screening network and taking active defensive measures.
