The frame structure of eco-civilization construction in large coal mining area

为实现矿区可持续发展,针对大型煤炭采矿区面临的生态环境问题,提出要以生态文明思想为指导,政府为主导,煤企为主力军,系统构建符合矿区特点的生态文明建设体系。该体系包括生态经济体系、目标责任体系、生态安全体系、生态文明制度体系和生态文化体系。建议分体系提炼关键指标,根据相关法律法规要求和矿区实际情况限值,确立评价方案并推动相关责任单位落实各项指标。

In order to realize the sustainable development of the mining area,in view of the ecological environmental problems faced by the large coal mining areas,it was proposed to take the ecological civilization as the guide,the government as the leading force,and the coal enterprises as the main force and systematically build an ecological civilization construction system based on the characteristics of the mining area.This system includes the ecological economic system,the target responsibility system,the ecological safety system,the ecological civilization system,and the ecological culture.It is suggested to determine the key targets for each sub-system,and establish an evaluation plan to promote the accomplishment of these targets by the relevant responsible units according to the requirements of relevant laws and the actual situations of mining areas.
