高校教师准聘长聘制度的内涵要义、现实考量与机制建构——基于“双一流”B大学的个案分析

摘要 高校引进准聘长聘制度是为了更好地保障教师学术自由,以及促进高校师资队伍水平的整体提高。在厘清准聘长聘制度的内涵概念的基础上,通过结合“双一流”B大学的分析,提炼出这一制度在现实考察中存在的问题:制度设计初衷与实施过程偏差,高校保障措施不足,退出机制不完善以及忽视科研团队考评等。继而针对性地提出“保护学术自由”的导向机制,健全岗位设置以及分类管理的保障机制,构建完整的教师流动机制以及修订多元灵活的评价机制,以促进师资聘任改革目标的顺利实现。 The introduction of Tenure-Track System in universities is to better protect the academic freedom of teachers and promote the overall level of university faculty.On the basis of clarifying the connotation of Tenure-Track System and the analysis of University B,a“double first-class”university,this paper puts forward some reflections on the problems existing in the practical investigation of this system,such as the deviation of the original intention of designing the system in the implementation process,the insufficiency of guarantee measures,the imperfection of the exit mechanism and the neglect of the evaluation of scientific research team.Therefore,it suggests establishing the guiding mechanism of“protecting academic freedom”,improving the safeguard mechanism of post setting and classified management,building a complete teacher flow mechanism and revising the multiple and flexible evaluation mechanism,so as to promote the smooth realization of the reform of faculty appointment.
