培育世界一流科技期刊背景下中文科技期刊发展定位与使命--基于中文科技期刊与国家重大战略协调发展情况分析

Development orientation and mission of Chinese scientific journals under the background of developing world-class scientific journals:Analysis on the coordinated development of Chinese scientific journals and national major strategies

【目的】在培育世界一流科技期刊的背景下,研究中文科技期刊与国家重大发展战略的协调发展情况,指出中文科技期刊的发展定位与使命,为中文科技期刊的发展提供指导。【方法】利用中国知网数据库,统计入选"中国科技期刊卓越行动计划"的理工类中文科技期刊2010—2019年的发文特征,采用定量与定性相结合的方法,分析中文科技期刊与国家重大发展战略,如高校"双一流"建设、"中国制造2025"计划以及"一带一路"倡议的协调发展情况。【结果】中文科技期刊与高校世界一流学科建设未能协调发展,存在"强学科与弱期刊"的现象;中文科技期刊与"中国制造2025"十大领域缺乏全面系统衔接;中文科技期刊缺乏跟踪"一带一路"重大项目的意识。【结论】中文科技期刊需要力挺学科建设,推动科技成果应用到中国现代化建设,助力"中国制造2025"计划的实施,同时依靠综合国力,面向世界传播中文科技期刊。

[Purposes]This paper aims to explore the coordinated development between Chinese scientific journals and major national development strategies under the initiative of developing world-class scientific journals and thereupon conclude the development orientation and mission of Chinese scientific journals,which is expected to guide the development of Chinese scientific journals.[Methods]On the basis of China National Knowledge Infrastructure(CNKI)database,we summarized the characteristics of papers published on Chinese journals of science and engineering in 2010-2019 which were included in the Excellence Action Plan for China STMJournals.With quantitative and qualitative methods,we analyzed the coordination between Chinese scientific journals and national major development strategies,such as"double first-class"initiative,"Made in China 2025"strategy,and the"Belt and Road Initiative".[Findings]In summary,Chinese scientific journals publish lowproportion of papers on first-class disciplines,fail to establish a comprehensive relationship with the ten major fields of"Made in China 2025"strategy,and publish fewpapers on the major projects of the"Belt and Road Initiative".[Conclusions]Chinese scientific journals should support discipline development and promote the application of scientific outcomes in China’s modernization construction.Meanwhile,they should seek international development via our overall national strength.
