Taking the resource-based cities in Heilongjiang Province as the research object, using the 2005~2017 environmental quality data indicators, an environmental pollution level evaluation system is built. Using methods such as center of gravity migration and spatial geographic weighted regression, the environmental quality of resource-based cities is studied. The results show that: The average environmental quality index of resource-based cities was 0.125, and the environmental quality of Jixi City was at a relatively high level in the province during the study period. From 2015 to 2017, the environmental quality index of various resource-based cities in Heilongjiang Province, as a whole, fluctuated greatly in Hegang City, Mudanjiang City, Jixi City, and Shuangyashan City. In terms of the spatial distribution of the environmental quality index, the environmental quality of Daqing City has gradually improved during the study period. The center of environmental quality of resource-based cities in Heilongjiang Province is mainly distributed in the southwest of Jiamusi, the northeast of Qitaihe and the middle of Jiamusi. Resource consumption, social development, economic growth, and innovation drive have a very important impact on the environmental quality of various resource-based cities.
