农村宅基地“三权分置”在城乡融合发展中的作用——基于土地、人口与产业视角

The Role of“Three Rights Separation”of Rural Homestead in Urban and Rural Integration Development:From the Land,Population and Industry Perspective

城乡二元结构问题是中国新时代发展不平衡不充分主要矛盾的重要体现,因此要贯彻城乡融合发展战略。城乡融合发展至少包含以土地为空间基础、以人口为最终目的和以产业为核心手段三个方面的含义,推动城乡发展综合协调三个层面之间的关系。当前,城乡融合发展过程中面临着基层土地规划有待重新整合、人口“市民化”与“村民化”双重压力以及城乡融合产业抓手模糊等问题。农村宅基地作为农村“三块地”之一,是农民财产权利和生活资料的重要组成部分,宅基地所有权、资格权和使用权“三权分置”改革对于解决城乡一体化中出现的问题能够发挥重要的作用。

The urban-rural dual structure problem is an important manifestation of the main contradictions of the unbalanced development in China’s new era.Therefore,it is necessary to implement the urban-rural integration development strategy.The integration of urban and rural development includes at least three aspects:land as the space,population as the ultimate goal and industry as the core method.It is necessary to promote the relationship between the three levels of urban and rural development.At present,in the process of urban-rural integration,there are problems such as the re-integration of grass-roots land planning,the dual pressures of population“civilization”and“villagization”,and the blurring of urban and rural integration industries.As one of the“three blocks”in rural areas,rural housing land is an important part of farmers’property rights and living materials.The“three powers separation”reform of homestead ownership,qualification rights and use rights can solve the problems arising in urban-rural integrationdevelopment.
