摘要
本文在界定开发区高质量发展内涵的基础上,从经济效益、结构优化、创新驱动、开放环境和绿色生态5个维度构建了开发区高质量发展评价指标体系。以湖南省国家级开发区为例,采用熵值-TOPSIS模型评价国家级开发区高质量发展水平及差异,采用障碍度模型探究影响国家级开发区高质量发展水平的主要障碍因子。结果表明:湖南省国家级开发区高质量发展水平存在明显的等级差异和空间差异;大多数国家级开发区高质量发展“质”与“量”存在不协调性;国家级开发区在不同评价维度得分具有不平衡性,开放环境维度和经济效益维度的高质量发展水平差异明显高于其他维度;对大多数国家级开发区而言,主要障碍因子分布在开放环境维度与创新驱动维度。
On the basis of defining the connotation of high-quality development in the development zone,this paper constructs the evaluation index system of high-quality development of the development zone from five dimensions:economic benefit,structural optimization,innovation driven,open environment and green ecology.Taking Hunan National Development Zone as an example,we use entropy TOPSIS to evaluate the level and difference of high-quality development in the National Development Zone,and use obstacle model to explore the main obstacle factors affecting the high-quality development level of national development zones.Our results suggest the following.There are obvious grade and space differences in the high-quality development level of national development zones in Hunan province.There is an inconsistency between the“quality”and“quantity”of the high-quality development of most national development zones.The evaluation scores of national development zones in different dimensions are unbalanced,and the differences of high-quality development level in open environment dimension and economic benefit dimension are significantly greater than other dimensions.For most national development zones,the main obstacles are distributed in open environment dimension and innovation driven dimension.
