推进国民经济良性循环,需要在依循马克思主义和凯恩斯主义循环逻辑的基础上,正确把握循环重点和关系,形成中国特色的经济循环逻辑。在国际循环主攻方向上,借助“一带一路”倡议平台打造带路经济的新循环格局,积极参与和维护与经济发达体之间的合作平台;在国内经济循环主攻方向上,巩固实体经济与虚拟经济关系向好的基础,加快城市型服务经济转型升级,推进高端制造业加快发展;在经济社会循环主攻方向上,建立健全养老服务体系,制定以城市低龄老年人为主体的再就业政策,利用现代信息通信技术推进教育资源的公平和优化配置;在经济生态循环主攻方向上,完善和推广碳排放权交易机制,优化资源使用上下游补偿机制,探索建立利益互惠的可持续发展方案。

To promote a virtuous economic cycle,we need to follow the circulation logic of Marxism and Keynesianism,and on the basis of this,correctly grasp the key points and relations of the circulation,and form an economic circulation logic with Chinese characteristics.On the front of the international circulation,China need to create a new circulation pattern for the "Belt and Road" economies through the "Belt and Road Initiative" platform,and actively participate in and maintain a platform for cooperation with the developed economies.On the front of the domestic economic circulation,China need to consolidate the foundation for promoting the good relationship between the real economy and the virtual economy,accelerate the transformation and upgrading of the city service economy,and speed up the development of the high-end manufacturing industry.On the front of the economic and social circulation,China need to establish a sound old-age service system,formulate a reemployment policy targeting urban new retirees,and use modern information and communication technologies to facilitate the fair and optimal allocation of educational resources.On the front of the economic and ecological circulation,China need to improve and distribute the carbon emission trading mechanism,optimize the upstream and downstream compensation mechanism for resource utilization,and explore establishing a mutually beneficial sustainable development program.
