The Development of Circular Economy under the New Development Pattern

以国内大循环为主体、国内国际双循环相互促进的新发展格局是我国“十四五”时期经济社会发展指导思想的重要内容.循环经济具有“内外均衡,一体循环”的基本特征,是遵循经济循环思想的新型经济发展方式,是促进国内经济大循环的重要着力点,也是生态文明建设的主要内容。在新发展格局下,我国可从“城市矿山”资源化利用、园区循环化改造、循环经济大数据中心建设三方面着手,促进经济发展方式向绿色低碳循环发展经济体系转型升级。

The new development pattern focusing on the internal circulation and having the internal and external circulation complement each other is an important content of the guiding thought of China’s economic and social development during the Fourteenth Five-Year Plan period.The circular economy has the basic characteristics of "internal and external balance,integrated circulation".It is a new economic development mode following the idea of economic circulation,an important fulcrum for promoting the domestic economic circulation,and also a major part of the effort to make ecological progress.Under the new development pattern,China may upgrade the economic development mode and shift it towards a green,low-carbon and circular economic development system with the measures of recovering mineral resources from city waste,upgrading industrial parks to make their operations more circular,and building big data centers for the circular economy.
