中国青少年校园足球的政策活性化研究

Research on the Policy Activation of Chinese Youth Campus Football

为了提高我国青少年校园足球政策的活力,采用文献资料、逻辑分析、数理统计等研究方法,对我国青少年校园足球改革发展的政策活性化进行了研究。首先梳理了活性化概念的发展历程,界定了活性化与政策活性化的概念;然后从政策活性化视角对我国青少年校园足球相关政策和实践效果进行了分析。结果发现:足球特长生在"后特长生时代"的升学、校园足球与中职和专科学校的对口升学、校园足球改革发展的地区均衡性、校园足球的普及、校俱合作、校园足球市场是校园足球政策的弱势政策客体。最后通过政策活性化的手段对弱势政策客体进行分析得出:加强思想引导,宣扬校园足球和升学的正确作用;完善多元化升学渠道,抬升底部缩小差距保障教育公平;设立梯度目标采取相对评价,增大供给型和需求型政策工具在足球不发达地区的应用;用发展调和校俱矛盾、以法治规范足球市场,是我国校园足球可持续发展之路。

In order to improve the vitality of Chinese youth campus football policy,the research methods of literature review,logical analysis and mathematical statistics are used to study the policy activation of Chinese youth campus football reform and development.The development background of the concept of activation is described,and the concepts of activation and policy activation are defined.From the perspective of policy activation,Chinese youth campus football related policy and practice effect are analyzed.It is found that football performance in"post sports talent era"of education,campus football and envollment of the secondary vocational and technical secondary education,the school football regional balance of reform and development,popularity of campus football,school cooperation and campus football market are weak policy objects of campus football.Through the analysis of policy activation,it is concluded that campus football can achieve sastainable development by strengthening ideological guidance and publicizing the role of campus football to enter higher schools,perfecting the entrance channel and ensuring education fairness,setting the gradient goals and taking relative evaluation as well as promoting the application of supply and demand policy tools in football underdeveloped areas,dealing with college contradiction by development and improving the football market by the rule of law.
