基于大数据应用社会信用合作治理模式的实现机制研究

Study on the Realization Mechanism of Cooperated Governance Model in Social Credit Based on Big Data Application

市场经济实质就是信用经济,当前信用已成为我国社会治理中的关键问题。大数据视域下社会信用治理模式的实现机制是构建国家现代治理体系的重要基石。本文基于大数据的时代背景,结合其自身特点,通过对比国内外社会信用治理模式,针对我国治理模式的信用数据标准不一致、各主体利益诉求多样、信息共享开放程度较低等问题,从建立信用数据库标准体系和归集机制、完善信息保护的利益均衡机制、优化顶层设计,推动信用信息共享开放等方面提出若干解决措施,以期使社会信用治理抓住"大数据"的发展机遇,约束失信败德行为,改善社会信用环境,从而构建诚信社会、美丽中华与智慧中国。

In essence,market economy is credit economy.At present,credit has become a key issue in China’s social governance.From the perspective of big data,the mechanism of realizing the social credit governance model serves as the major cornerstone of building China’s modernized governance system. The paper firstly compares Chinese and other countries’ social credit governance models.And then,it focuses on the existing problems such as the inconsistency of credit data standards in China’s governance model,the diverse interests of related entities,and the low openness in information sharing.Finally,combining the big data era and Chinese characteristics,it puts forth the solutions or proposals: to build a standard system and a collection mechanism of credit database,improve interest balance mechanism of information protection,optimize the top-level design,promote the sharing of and access to credit information.Social credit governance is expected to take the development opportunities of "big data",restrain dishonesty and immoral behavior,improve the social credit environment,so that a credible society is built and China becomes more beautiful and smart.
