重庆页岩气产业收益率分析及建议

Analysis and Suggestions on Rate of Return of Chongqing Shale Gas Industry

虽然重庆市境内天然气资源丰富,是我国第一个页岩气规模化生产地区,但由于页岩气勘探开发项目产量不确定性高、单井投资大、补贴前景不明朗等客观条件,并伴随着页岩气勘探开发风险大,收益率不稳定等负面影响,在一定程度上抑制了石油企业对页岩气产业的投资规模,从而约束了页岩气田的勘探开发程度。为扎实推进页岩气勘探开发,进一步保障重庆区域性能源供给,提升资源接续能力和促进社会经济发展,通过总结和对比分析美国"页岩气革命"经验和当前国内页岩气勘探开发现状,提出了创建独立经济主体地位、下放采购权、根据地方需求独立制定销售政策等有利于提升重庆页岩气产业勘探开发效益的措施建议,并通过案例分析提出了产品分成、成立合资公司等可行性经营模式。最后结合当前重庆实际勘探开发进展进行剖析,提出了具体试点区域建议,为重庆页岩气产业探索发展提供参考依据。

Although Chongqing is the first area with mass shale gas production in China for its abundant natural gas resources,the investment scale of petroleum enterprises on the shale gas industry is restrained at certain degree and the degree of shale gas exploration and development is restrained too.It results from not only the objective conditions of uncertain yield for the shale gas exploration and development project,more investment for single well and unclear prospect on subsidies,but also negative effects of high risk and unstable rate of return of the shale gas exploration and development.The shale gas revolution experience in Amer-ica and status quo of the shale gas exploration and development in China are summarized and compared for promoting shale gas exploration and development,further ensuring the regional energy supply in Chongqing,and improving the capacity of sustainable resources and promoting social and economic development.Measures and proposals for improving the benefit of exploration and development in Chongqing shale gas industry are put forward:independent economic entity status creating,procurement authority,independent sales policy according to local needs and so on.Product sharing,joint venture organizing and other feasible business model are put forward through case analysis.According to the current exploration and development progress in Chongqing,specific pilot areas are proposed to provide a reference for the exploration and development of Chongqing shale gas industry.
