关于国有资本运营公司履行出资人职责——对集中统一监管省级经营性国有资产分类管理的研究

资本运营公司应认真贯彻落实《国务院关于深化国有企业改革的指导意见》《省属国有企业管理体制改革方案》的要求,推进经营性国有资产集中统一监管,促进国有资本流动,提高国有资本运营质量和效益,实现国有资产保值增值。为推动省级国有资本运营公司试点改革方案的实施,按照"培育壮大一批、重组整合一批、清理退出一批"的思路,实现"接得住、管得好、能发展"的改革目标,论文研究探索切实可行的分级分类管理办法。

Capital operation company should conscientiously implement the requirements of"the Guiding Opinions of the State Council on Deepening the Reform of State-Owned Enterprises"and the"Reform Plan for the Management System of Provincial State-Owned Enterprises",promote the centralized and unified supervision of operating state-owned assets,promote the flow of state-owned capital,improve the operation quality and efficiency of state-owned capital,and maintain and increase the value of state-owned assets.In order to promote the implementation of the pilot reform plan of provincial state-owned capital operation company,according to the idea of"cultivating and expanding a batch,reorganizing and integrating a batch,cleaning up and withdrawing a batch",and realize the reform goal of"being able to receive,manage and develop well",this paper studies and explores the practical classified management methods.
