积极老龄化视域下互助养老积分模式优化研究——以河南X市为例

Research on the optimization of the point model of mutual aid for the aged from the perspective of active aging--Take the X city of Henan as an example

人口老龄化背景下,养老需求增加,发展互助养老积分模式成为我国积极应对人口老龄化的创新举措。依据积极老龄化理论的分析框架,对河南X市的互助养老积分模式发展现状、基本经验以及存在的问题进行全面分析,在此基础上优化我国的互助养老积分模式:构建互助养老积分平台和信息系统;完善法律和制度保障;制定分层服务标准,提高准入门槛;建立健全风险管控机制。

Under the background of population aging,the demand for elderly care is increasing,and the development of mutual assistance pension points model has become an innovative measure for my country to actively respond to the aging of the population.Based on the analysis framework of the theory of active aging,this paper conducts a comprehensive analysis of the development status,basic experience and existing problems of the mutual assistance pension points model in the city of Henan,and optimizes my country^s mutual assistance pension points model on this basis:constructing mutual assistance pension points platform and information system;improving legal and institutional guarantees;formulating hierarchical service standards and raising barriers to entry;establishing and improving risk control mechanisms.
