凉战是国际关系的一种新形态,作为冷战的延续,它是处于冷战与热战之间的一种斗争手段。对比凉战与冷战的特点可以发现,两者之间具有相同点,即军事对抗是两者的斗争形式、意识形态分野是两者得以发生的重要原因、自我控制是两者力避热战的基本方针。但是,凉战与冷战之间也存在明显的差异,在凉战中并没有出现两大对立集团进行大规模的军备竞赛以及在全球争夺霸权。面对复杂多变的凉战形势,中国要坚持走中国特色社会主义政治发展道路、实行大力发展经济与维护经济安全并重方针、加强以防御为主的国防建设、凝聚赞成人类命运共同体理念的和平力量、建设具有强大凝聚力和引领力的社会主义意识形态,积极应对凉战的挑战,有效维护国家安全。

Cool War is a new form of international relations.As a continuation of cold war,it is a means of struggle between cold war and hot war.By comparing the characteristics of cool war and cold war,we can find that they have the same points as the follow:military confrontation is the form of struggle,ideological separation is an important reason,and self-control is the basic policy to avoid hot war.However,there are also obvious differences between cool war and cold war.In cool war,there is no large-scale arms race between the two opposing groups and the struggle for hegemony in the world.In the face of the complex and changeable situation of cool war,China should adhere to the path of socialist political development with Chinese characteristics,implement the policy of attaching equal importance to economic development and economic security,strengthen defense oriented national defense construction,gather peace forces in favor of the concept of a community of shared future for mankind,and build a socialist ideology with strong cohesion and leadership to actively respond to the challenges of cool war,effectively safeguard national security.
